Application for reservation of a registration number can be made only after the registration of the vehicle for which the number is to be reserved. Numbers can be reserved for vehicles which are covered by temporary registration also.

All numbers which have been notified as fancy numbers by the government of Kerala will be allotted to vehicle owners only on reserving them. If any of these numbers remain unreserved after the expiry of the concerned series, such numbers will be allotted to the vehicles owned by the government departments or local bodies etc. Numbers which are not notified as fancy numbers can also be reserved by anybody.

The fee payable for fancy numbers has been fixed by the Transport commissioner considering various aspects of the matter which ranges from Rs 5,000/- to Rs 100,000/-. Rates prescribed for fancy numbers is marked as annexure 1

Considering the quantum of work of each office, the Transport commissioner has fixed range of numbers for each office, based on which the availability of a particular number for a particular day can be decided. The registration numbers which come between the starting registration number for a particular day and within the above range fixed by the Transport Commissioner can be reserved on that day.

Application for reservation o f a registration number shall be filed by the registered owner in the prescribed form (A copy of the application form is marked as annexure 2) and shall be accompanied by the following documents.

i) TR 5 receipt/computer generated fee receipt as evidence for the fee remitted.

ii) True copy of valid temporary registration certificate.

iii) Proof of remittance of tax in case of non transport vehicles.

iv) Proof of address of the applicant as laid down in Rule 4 of KMV Rules.

v) A sealed cover with the words ‘Tender for Reservation of Registration Mark KL-  ‘ written on top of the cover, quoting  the amount, if any, in addition to the reservation fee and demand draft for an amount not less than half of the amount so quoted drawn in the name  or Regional Transport Officer or Joint Regional Transport Officer as the case may be.

Applications filed from Monday to Saturday will be opened on next Monday at 9.00 am and the numbers will be allotted on that day itself following the procedure given below.

No notice for auction will be sent separately.

When there is only one applicant the number will be allotted to the applicant.

If there is more than one applicant, auction will be conducted the immediately and the number will be allotted to the highest bidder. Auctions will be conducted in the chronological order of receipt of the applications. After finalizing the auction proceedings for a number, the sealed covers, if any received from the participants will be opened.  If the amount quoted in any of the sealed cover is more than the amount of auction, the number will be allotted to that person whose sealed cover contains the highest amount.

If there is no sealed cover the number will be allotted to the highest bidder of  the auction.

In both the above cases, the person who gets the number has to pay the balance amounts immediately. If the balance amount is not remitted immediately, the number will be allotted to the next person, after forfeiting the amount already paid by the first person.
